Harold’s practice focuses on the representation of national and local corporations, as well as individuals, involved in or defending against government investigations and enforcement activities, with special emphasis on qui tam litigation and health care fraud. Harold has also conducted confidential internal investigations, worked with clients to develop and bolster corporate compliance programs and negotiated on behalf of clients to resolve threatened government debarment and other administrative sanctions. In addition, he has litigated complex commercial matters and tort claims.

Prior to joining the firm in 2001, Harold spent six years in the Civil Division of the U.S. Attorney's Office in Seattle where he was chosen to serve as Executive Assistant United Attorney from May 1999 to October 2000. Before settling in Seattle, Harold worked in the Civil Fraud Section/Commercial Litigation Branch of the United States Department of Justice, Washington, D.C. During his tenure at DOJ, Harold successfully spearheaded numerous False Claims Act investigations, many of which resulted in multi-million dollar settlements with military contractors, health care companies and providers, universities and other recipients of federal funds. He is the recipient of the Director's Award from the Director of the Executive Office for United States Attorneys for "Superior Performance" and of DOJ’s Civil Division’s Outstanding Service Award.

Harold is recognized as an expert in cases brought under the False Claims Act, including qui tam cases, and is a frequent CLE speaker on such topics as defending clients facing government fraud investigations, health care fraud and related prosecutions.

Harold spent two years as a law clerk on the United States Court of Appeals for the Seventh Circuit. He received his J.D. in 1986 from the Northwestern University School of Law in Chicago and his undergraduate degree, magna cum laude, from Hamilton College in upstate New York.
